On June 1, 2018, the shoe marking experiment starts.
Today, the system of total labeling of goods, which was approved by President V. V. Putin, is being actively implemented. This is due to the fact that at the end of 2017, State Duma deputies adopted Law No. 229463-7 “On Amendments to Certain Legislative Acts of the Russian Federation Regarding Mandatory Labeling of Goods with Control (Identification) Signs”, which comes into force on 01/01/2019. On the basis of the provisions of the bill, the government will determine the goods to which Kiz will be applied in order to track their legal turnover in the domestic Russian market. All natural fur products are already subject to identification, medicines and cigarettes are marked on a voluntary basis, and on June 1, 2018, an experiment on labeling shoes starts.
The labeling authority was transferred to Operator-TSRPT LLC, a subsidiary of the Advanced Technologies Development Center, which deals with large-scale projects in the Russian digital economic sector.
It is planned that the system of identification and full monitoring of the turnover of goods in the Russian Federation and the EAEU will be implemented until 2024. This will make the domestic market transparent and guarantee the quality of goods to Russian consumers.
Track and trace
It is a system for applying a unique code on a product and tracking the “life path” of each unit from the manufacturer to retail. It has been used worldwide for about 10 years (China, Brazil, Turkey). Many reputable brands with a world name as a protection against fakes put QR-codes on the manufactured products.
- informational - to bring all the necessary information about the product;
- identifying - the content of information that allows to identify the product;
- Motivational - the impact on the psycho-emotional state of the buyer.
It should be noted that the Russian government is interested in the development of the marking system not only within the state, but also in the Eurasian Union as a whole.
Manufacturers and sellers who will not accept participation in the pilot project are not required to put new electronic tags on footwear products, while the requirements of ТР ТС 017/2011 ТР remain in force.
The technical regulations of the Customs Union 017/2011 “On the safety of products of light industry” have already spelled out such requirements for labeling shoes as the name, manufacturer, including its address, lot number, date of issue, trademark, warranty. It is also necessary to indicate the model, materials of manufacture, rules of care in generally accepted symbols, instructions or recommendations for use.
In early 2018, on the official federal portal of draft regulatory legal acts, they published a draft decree “On conducting an experiment on labeling with means of identifying shoe products in the Russian Federation”.
The shoe labeling experiment will run from June 1 to the end of 2018. During this time, the authorized state bodies will prepare a resolution, conduct an experiment with the participation of all parts of the domestic footwear market and approve the necessary documents. Empirically, data will be established that will form the basis of the rules for the planned mandatory marking of shoe products from 2019.
The main goal is to protect the consumer as much as possible from counterfeits,goods with defects and improve the competitiveness of legal participants of the footwear market by combating counterfeiting and counterfeit goods, and create equal conditions for doing business for all.
For its part, the state plans to:
- fight illegal and prevent the release of substandard products;
- restrain artificial price increases and increase sales in the shoe market;
- increase GDP;
- increase the collection of customs and tax payments.
In addition, the buyer, buying shoes with his hands, will be able to scan the electronic tag using a mobile device, find out all the necessary information about the product and independently monitor its quality.
According to unofficial information, the domestic shoe market is estimated at 400,000 pairs per year, and after the introduction of mandatory labeling, the amount should grow at least 2 times.
How will everything happen
Apparently, it will be held by analogy with other pilot projects of the labeling system. Initially, method recommendations are approved that determine the labeling rules, equipment requirements, and the procedure for the interaction of information systems.The order of submission of the application and registration of participants of the experiment in the information system, as well as their functions and the order of interaction are determined. Participants, which manufacturers, suppliers, sellers can become, at their own request, will be able to work out their technical and business processes.
The technology will consist in applying a special two-dimensional code in the DataMatrix format on the package or directly on the shoes, thanks to which it will be possible to trace the movement of the goods. The information on the indicator should coincide with the information in the database of inspection bodies. As a result, information about shoes with a unique code will be updated as the product travels from the manufacturer to the final consumer, thereby eliminating the possibility of re-entering the market or the appearance of doubles.
It is assumed that in retail control of shoe retirement from the market will be carried out through online cash registers, and in wholesale sales, most likely, the organization of workflow will be carried out in electronic format. After conducting a pilot project and evaluating the results, a decision will be made on the advisability of introducing mandatory labeling of shoe products.
Considering the obvious positive effect from the introduction of the marking system in other sectors of our market, there is a high probability that the shoe experiment will be successful. Although now we can conclude that bona fide manufacturers, honest distributors and sellers should not be worried.
