This is the situation. And the solution is simple. First, users often do not know that if there are two or more hosts files, the "wrong" hosts files are not edited, so they simply need to be removed. As for the file, in which there are no unnecessary records, it is logical that it should be left. The system is important that there is access to at least one hosts file for normal work on the Internet, so all the others with or without superfluous entries safely delete.
