How much does a passport in Russia in 2018 cost?
In most cases, people who are going to go on a trip have to make special documents proving their identity outside of the Russian Federation - a passport. Starting from August 2018, the state duty for their manufacture will grow, as the authorities of the country have already stated.
Amounts: how much will be charged in the future
Today, a foreign passport of the old sample (valid for 5 years) costs 2,000 rubles for an adult and 1,000 rubles for a child under 14 years of age. The good news is that these values will remain the same - the Russian government is not going to change the pricing policy for these types of documents.
However, those who want to make a new international passport (valid for 10 years and containing a special electronic chip) will need to pay much more in the future - 5,000 rubles for an adult and 2,500 rubles for a child under 14 years of age. Previously, these amounts were 3,500 and 1,500 rubles, respectively.
It is important! If the passport is issued to a teenager aged 14 to 18 years, the fee is paid for him as an adult.
New prices for foreign passports with biometric data were indicated in the Federal Law of 03.07.2018 No. 180-ФЗ “On Amendments to Articles 333-28 and 333-33 of Part Two of the Tax Code of the Russian Federation”. The legal act was officially published on July 3, and its changes will take effect in a month, i.e. starting from August 3rd. A proposal to increase the size of the state duty for the manufacture of foreign passports of the new generation was made by the Ministry of Internal Affairs (MIA) of Russia. Representatives of the federal agency referred to the fact that the creation of biometric documents is expensive (annual costs increase by about 10%), and the protection of the data of their owners requires continuous improvement and improvement of protection technologies. The government has to allocate large funds to process and store the incoming information. Responsible agencies have calculated how much you need to increase the consumer value of the international passport of the new model in 2018 in order to offset the costs, and received a figure of 1000-1500 rubles per person.According to rough estimates, thanks to this step, the state treasury will be replenished by 43,000,000,000 rubles.
Interior Ministry officials explained why the prices for foreign passports of the old sample remained unchanged. The fact is that these documents are not considered innovative and require working with the latest technologies: chips (chips) are not built in here, and special equipment is not required to decrypt the data they contain.
Despite the differences, today a person has the full right to choose - he can stay on the international passport of both the old and the new sample, because they are equal to each other. Countries do not plan to abandon documents with a 5-year term of validity, so they will accept them everywhere. And yet it is assumed that by 2025, all citizens, one way or another, will have to switch to electronic identifiers, which means start paying more.
Discounts and benefits
There is an opportunity to pay a lower state duty: to do this, you will need to apply for an international passport in electronic format through the website of State Services and deposit the full amount using cashless payment.In this case, the person will not only save himself from having to stand in lines, but also receive a discount of 30%! This means that an adult will be able to pay for the international passport not 5,000, but 3,500 rubles. For a child you will need to make not 2,500, but only 1,750 rubles. The same rule applies to the certificates of the old sample - here the cost is reduced to 1,400 rubles per adult and 700 rubles per child.
In the Russian Federation, there are regions whose residents can count on obtaining a passport for free. It is about:
- Kaliningrad and the Kaliningrad region;
- Sevastopol and the Republic of Crimea (in accordance with the Federal Law “On Amendments to Articles 333.33 and 333.35 Part Two of the Tax Code of the Russian Federation” of 29.06.2015 No. 157-FZ).
This is due to the fact that citizens living in the above-mentioned areas have to enter the territory of other states, even when in reality they want to get to the main part of Russia. Since there is no other choice for such people, and they simply need to cross the borders of a number of European powers, the state is obliged to take the costs for obtaining foreign passports for themselves.
However, for residents of the Republic of Crimea and the city of Sevastopol there are still certain requirements and conditions. It:
- the presence of a valid Ukrainian passport;
- recognition of a person as a citizen of the Russian Federation;
- the absence of previous appeals regarding the manufacture of a passport of a Russian type (that is, this appeal must be primary).
