A northern understudy will be built for Kutuzovsky Prospect in a maximum of 7 years, said M. Reshetnikov, head of the Moscow Department of Economic Policy and Development. Earlier, the mayor of Moscow, S. Sobyanin, instructed to put up a highway for a concession construction competition.
During the meeting in the metropolitan government on operational issues, the mayor noted that he considers this issue important, since its investment component is approaching the amount of 40 billion rubles. Sobyanin said that after its implementation, the transport situation in the area of Kutuzov Avenue and the entire western part of the city should improve markedly.
According to him, a private investor is to design, conduct construction work and operate. At least 15% of its own funds, which is 6 billion, must be invested by the concessionaire. The rest is financing - it will be raised long-term funds. The term of the concession is 40 years, and the construction itself must be completed no later than in 5-7 years, Reshetnikov noted.
He recalled that for Kutuzovsky Prospekt this project is a high-speed toll road, due to which a toll highway going north of Odintsov and Moscow-City will be connected. Its length will be 11 kilometers, and the width - at least 4 lanes, mostly there will be no traffic lights.
The fare on it will be in the competence of a private investor, but within the limits established by the city authorities.
The contest will last about 8 months and the winner will be known no later than the end of the year. After the signing of the contract takes place, in 40 years the road will become the property of the capital, whose authorities will decide what to do with it further.
